The new water treatment plant in West LInn was built to withstand a major earthquake and many though not all the lines in Lake Oswego are ductile and should survive a quake. Still the system would have to be tested after a quake. You need to have enough water for your family and pets to see you through at least a week. In case the system is not up in your neighborhood at that time, you should have empty containers that could be filled by the city from fire hydrants. Water is heavy. Make sure the containers are ones you can tote.
